Panchayat Changelog - Visiblity levels

Panchayat now has visibility levels for every post.
You can make a post Aham(private), Gram(group) or Lok(public).

Public posts are visible to everyone without logging in.
Gram posts are visible to everyone logged in.
Aham posts are only visible to the author.
